Dubai is taking major steps toward a new era of subterranean development, with plans that combine transportation innovation and long-term climate resilience. The emirate’s Roads and Transport Authority (RTA) has received bids from international engineering consultants, to conduct a feasibility study for the creation of underground city spaces. The study will assess the use of tunnels, caverns, and pedestrian networks to reduce surface congestion and improve connectivity.
The initiative aligns with the Dubai 2040 Urban Master Plan, which envisions integrated underground systems linking key business and residential hubs. Concepts under review include underground road corridors, metro extensions, and temperature-controlled pedestrian routes, similar to systems seen in cities such as Toronto and Hong Kong.
In parallel, Dubai Municipality has launched an ambitious deep-tunnel drainage project designed to serve the city for the next 100 years. The approval followed record-breaking rainfall in April 2024, which exposed the need for enhanced flood mitigation measures. The system, built in collaboration with private sector partners, will consist of deep tunnels designed to manage extreme rainfall events and protect critical infrastructure.

Authorities have also integrated advanced Geographic Information Systems (GIS) to identify vulnerable zones and guide future planning. Data-driven simulations are being used to enhance preparedness and strengthen coordination between emergency response and municipal entities.
Together, the tunnel feasibility study and the 100-year drainage project demonstrate Dubai’s commitment to building a sustainable and future-ready underground network. These developments reflect a broader move to manage population growth, improve mobility, and reinforce the city’s ability to adapt to environmental challenges.
