A dormant limestone quarry near Frome is moving closer to production after Heidelberg Materials UK agreed planning conditions with Somerset Council for the reopening of Westdown Quarry. The agreement clears a key regulatory step for bringing the 160 million tonne limestone resource back into operation after being inactive since the late 1980s.
Site preparation is expected to begin this autumn, with production planned for the second half of 2027. Once operational, Westdown will primarily supply local and regional aggregate demand, while the nearby rail-connected Whatley Quarry will focus more strongly on national markets by rail.
That division matters. It allows regional aggregate supply to be supported without increasing combined permitted volumes across the two quarry operations, while also helping reduce heavy goods vehicle movements through local villages.
Reopening a dormant quarry creates a different risk profile from starting a new site. Existing benches, highwalls, haul routes, drainage paths, plant areas and legacy faces all need to be reassessed against current operational, geotechnical and safety standards.
The available reporting points to planning and operational controls around slope stability, groundwater management, blasting, vibration, dust, traffic and environmental protection. These are not administrative details. They define whether a quarry can return to production safely after decades of inactivity.
Limestone extraction will require updated ground control assessments, blast planning, face inspections, water management and emergency procedures. Any legacy instability in old faces must be understood before regular production, haulage and processing restart.

The approved scheme keeps extraction within the former quarry boundary and retains existing hedgerows and woodland around the site. It also includes new native broadleaved tree and shrub planting on screening bunds, together with 44 acres, or about 17.8 hectares, of new habitat.
This approach places restoration and biodiversity into the project from the start rather than leaving them as end-of-life considerations. Species-rich woodland and grassland connections are intended to improve ecological value while screening and landscape works help reduce local visual impact.
Westdown’s reopening is therefore not only about aggregate supply. It is about whether an old quarry can be recommissioned using modern operating discipline, tighter environmental controls and a credible restoration strategy.
