Landslide Tragedy at Lai Chau Hydropower Site Raises Safety Concerns in Vietnam

A devastating landslide struck the Ta Pao Ho 1A hydropower plant construction site in Lai Chau Province, northern Vietnam, on the morning of May 16, 2025, resulting in the loss of multiple lives and prompting discussions about geotechnical safety in mountainous infrastructure projects.

The incident occurred around 10:30 a.m. during excavation work at the dam’s foundation. While workers from Dung Phuc Loc Construction Investment JSC were redirecting a stream, a road embankment collapsed from the upper slope, unleashing a cascade of earth and rock that buried several personnel. Early reports indicated five workers were killed or missing, with four others injured—some suffering suspected brain and spinal trauma.

Rescue operations, involving over 150 responders, began immediately. As of May 17, three bodies had been recovered. Prime Minister Pham Minh Chinh issued an urgent directive demanding a full investigation and stricter safety enforcement, especially during the rainy season when landslide risks are heightened.

The incident has drawn attention to the role of geotechnical risk assessments and slope stabilization measures in hydropower projects located in high-rainfall regions such as Lai Chau. In similar environments, real-time monitoring systems, pre-rainfall site evaluations, geotechnically-informed risk management strategies, and effective drainage protocols are commonly used to support safe project planning and implementation.
