Large-scale landfill slope failure strikes central Philippines

Rescue teams in Cebu City are continuing round-the-clock operations after a massive landfill collapse at the privately operated Binaliw site left dozens of workers missing. The failure occurred while approximately 110 personnel were on site, triggering a sudden downslope movement of waste and debris that engulfed several internal structures. Authorities have confirmed four fatalities so far, while at least 12 injured workers have been hospitalised. As of the latest official update, more than 30 individuals remain unaccounted for.

Search efforts are being conducted under highly unstable conditions. Municipal officials report that debris instability, combustible waste materials, and buried metal components are significantly constraining rescue progress. Signs of life have been detected in localized zones, prompting controlled excavation using heavier lifting equipment, including a 50-tonne crane. Safety cordons have been expanded as geotechnical risks remain elevated across the failure zone.

While a formal investigation is ongoing, local officials have indicated that landfill geometry alteration and waste over-steepening may have contributed to the collapse. Reports suggest prolonged cutting into natural ground followed by uncontrolled waste stacking, creating an unstable composite mass. The incident has intensified scrutiny of landfill operational practices in the Philippines, particularly in dense urban regions where waste facilities operate close to occupied work zones.
