Super Typhoon Ragasa, one of the strongest storms of 2025, has caused widespread devastation across East Asia, with Taiwan experiencing significant structural and geotechnical impacts. In Hualien County, floodwaters unleashed by the bursting of a barrier lake destroyed a bridge on Provincial Highway 9 between Fenglin and Guangfu. Authorities confirmed at least 17 fatalities, with dozens missing and over 7,000 residents evacuated.

The barrier lake responsible for the flooding had formed earlier due to landslide debris obstructing Matai’an Creek. Such natural dams are inherently unstable, particularly when subjected to intense rainfall. Typhoon Ragasa delivered up to 700 mm of precipitation in eastern Taiwan, dramatically increasing pore water pressures in slope materials. This triggered slope failures, rapid erosion, and ultimately the breach of the temporary dam.
When barrier lakes collapse, the resulting outburst floods release large volumes of water in a short time. This generates extreme hydraulic forces capable of scouring riverbeds, undermining bridge foundations, and sweeping away infrastructure. In Guangfu Township, floodwaters reportedly rose to second-floor levels in some homes, with sediment-laden flows leaving behind mud and debris across the affected areas.
Barrier lake formation and collapse represent a recurring threat in Taiwan, where steep slopes, seismic activity, and extreme weather combine to create conditions for catastrophic slope instabilities. With climate change expected to increase the intensity of tropical storms, the risk of future barrier lake failures and related infrastructure damage remains high.
