£3bn Haweswater Aqueduct Upgrade to Secure Water for Generations

The £3bn Haweswater Aqueduct Resilience Programme (HARP) has officially reached financial close, setting the stage for one of the UK’s largest water infrastructure upgrades. Originally constructed between 1933 and 1955, the 110 km aqueduct has reliably transported 570 million litres of water each day by gravity from Cumbria to over 2.5 million people across Greater Manchester and Lancashire.

With construction scheduled to begin in 2026, the project will replace six critical tunnel sections originally excavated by hand and explosives. Advanced tunnelling methods, supported by modern boring machines, will be employed to enhance both resilience and capacity. United Utilities has entrusted Cascade Infrastructure, a consortium of experts companies in the field to finance, design, construct, and maintain the system over a 25-year concession.

The refurbishment has been designed to ensure long-term water security while integrating community and economic benefits. At its peak, the scheme will support around 1,200 jobs, including apprenticeships, with local supply chain involvement prioritised. The project is also pioneering as the UK’s first major water scheme procured under Ofwat’s Direct Procurement for Customers model, combining public oversight with private sector efficiency.

Beyond engineering resilience, the programme aims to safeguard water quality and reduce long-term operational risks. Financial backing from pension funds, insurers, and the UK’s National Wealth Fund underlines both the scale and national significance of the project.

Once complete, the Haweswater Aqueduct upgrade will stand as a benchmark for large-scale infrastructure renewal, reinforcing the UK’s capacity to deliver sustainable, resilient, and community-focused engineering solutions.
