South Korea’s Environment Ministry reported that North Korea released water from the Hwanggang Dam near the inter-Korean border without providing prior notice, citing satellite imagery that showed the Imjin River south of the dam had visibly widened.
South Korean officials observed that the water level at Pilseung Bridge, the northernmost point of the Imjin River within South Korea, had risen to 70 cm, up from 49 cm just three hours earlier. They noted that a level of 1 meter typically triggers evacuation for riverside visitors.
The lack of advance notification has raised renewed tensions, especially because in 2009, a sudden dam release from the same facility, also without warning, resulted in six deaths and missing persons in South Korea. At that time, the two Koreas had reached an agreement stipulating that North Korea would issue prior warnings before conducting dam discharges. However, over the years, that commitment has been largely ignored.
In recent months, South Korea has repeatedly urged Pyongyang to respect the notification pact, especially during monsoon season, when sudden discharges can exacerbate flooding risks downstream.
Officials warn that unplanned dam releases can destabilize river flows, threaten riverside communities, and damage existing flood control measures. In response, South Korean agencies are monitoring hydrologic conditions closely and preparing alert systems in border areas to respond swiftly should further unusual water releases occur.
