Liquefaction is simply another facet of soil behavior, and earthquakes are by no means necessary for liquefaction; monotonic loading, under unfavorable circumstances, could as well trigger the so-called static liquefaction, whereby soil undergoes rapid transition from the stable drained state to undrained flow slide.

A recent case can be traced back in 2019, that a catastrophic dam failure took place in Brumadinho, Brazil. A proper appreciation of liquefaction requires a mixture of constitutive theory, soil properties and the in-situ states, as well as detailed evaluation of the case history record. In this regard, a critical state view and associated generalized constitutive model, e.g. The NorSand model, provides a simple computable model that captures the salient aspects of liquefaction in all its forms, and it is now available in PLAXIS.
