This is a video of rock flour, also known as Bull’s liver. Although it is fine grained, and is commonly confused to be clayey, it is essentially a silt, with particles of quartz grounded to small size by glaciers. The silt particles have practically no plasticity. In this video, a field engineer is playing with rock flour and by tamping it, is able to liquefy it.
