Water rise in Saskatchewan is flooding Manitoba, while officials are declaring the province in a state of emergency, further seeking military assistance to protect 200 rural homes. Authorities are also preparing to deliberately flood a 225 square kilometer area, possibly affecting about 150 homes, in order to protect and save hundreds of homes downstream. Residents along the rivel bank have been notified that the water level could rise half a meter above where it was in the worst so far flood event occurring in the area in 2011.
This summer's floods, caused by heavy rain, may reportedly overcome Manitoba's worst floods occurring in 2011, urging authorities to seek military help to create dikes along Assiniboine River. With 2 million sandbags available, military forces will help fill 500,000 more, to assist in the protection of vulnerable properties west of Winnipeg. Even though the province has spent $20 million for flood protection in west Winnipeg, the area remains vulnerable, since the 160 kilometers of dikes are about 100 years old, according to Doug McMahon, assistant deputy minister with Manitoba Infrastructure and Transportation.
Premier Greg Selinger, a few hours after calling for military assistance, stated in a press conference on Friday night, that "more water is pouring into the province than officials predicted just a few hours ago" and revealed plans of a controlled breach, deliberately flooding an area of 225 square kilometeters, at the Hoop and Holler Bend to lessen the possibility of an uncontrolled flooding, with unpredicted consequences. Reportedly, works on the deliberate flooding were expected to begin Saturday, with the flooding to start even today.
